Outposts are persistent territorial control points. Factions capture a region, hold ownership, and receive configured interval rewards or buffs.

1. Create an outpost id.
2. Set the capture region using WorldEdit or manual cuboid coordinates.
3. Set the teleport point.
4. Choose capture mode: stand, king-of-the-hill, or domination.
5. Set capture time, eligibility, contest behavior, first reward delay, reward interval, minimum hold time, recapture cooldown, and reward profile.
6. Add potion-style buffs only after ownership state behaves correctly.
7. Configure teleport availability and whether capture must be complete first.

/f outpost admin reloadRewards should not farm instantly. Cooldowns should block abuse. Ownership and buffs should persist, and old owner buffs should be removed when ownership changes.
